SNC-Lavalin Group Inc., a Montreal-based Canadian business that offers engineering, procurement, and construction (EPC) services to a range of industries, including mining and metallurgy, infrastructure, clean energy, and the environment and water, is known by its trading name, AtkinsRéalis. As of 2021, AtkinsRéalis Mega Off Campus Drive 2023 was the biggest construction company in Canada in terms of revenue.[6] With offices in more than 50 countries and operations in more than 160 countries, the company employs more than 36,000[7] people globally.[8]

Buildings, defense, mining, energy, transportation, and water are the company’s main service sectors. Each of these areas provides a range of services, including design, studies, financing, consulting, asset management, engineering, construction, procurement, and operations and maintenance.[9] Operations include heavy rail and mass transit systems, roads, bridges, airports, maritime facilities, and buildings used for business, culture, and healthcare.

Greenfield and brownfield projects of any size or complexity can benefit from the services provided by the mining and metallurgy sector, which includes “mining commodities, fertilizers, and sulphuric acid facilities”. Water and environmental services, energy transmission and distribution, nuclear power, hydropower, renewable energy, thermal power generation, energy from waste, electrical power delivery systems, and “clean and sustainable power technologies” are all provided by the country’s power sector.[10]

After completing his studies in Belgium and at the Polytechnique Montréal and working for several years in public works, Arthur Surveyer founded Arthur Surveyer & Cie., a consulting engineering office, in Montréal in 1911.[11][12] In light of the revolutionary developments in electrification.[13] With his partner, Augustin Frigon (1888–1952), an engineer, professor, and director at the Polytechnique Montréal[Notes 1], where Surveyer had obtained his degree, he worked on hydropower projects.

They worked on the Saint-Maurice River power distribution network for the city of Grand-Mère in 1912. The Saint-Maurice River hydroelectric power station, which they designed and oversaw, was the project that raised the company’s profile.[12] The business was initially focused on hydraulics and soon expanded into the industrial sector, overseeing hydropower projects and flood control.

In 1937, Surveyor partnered for the first time in ten years with Emil Nenniger and Georges Chênevert. In 1946, the company signed a second partnership agreement and became Surveyor, Nenniger, and Chênevert. In the end, the name would be shortened to SNC.

At SNC Group, Camille A. Dagenais OC was appointed president and CEO in 1967 and remained in that role until 1975.[12][14] Dagenais was honored for his achievements at SNC, particularly for large-scale hydro development projects in Canada and abroad, such as in Greece and India, when he was inducted into the Order of Canada.[14] The work he managed on the recently nationalized project was one of the most significant projects.[15][Notes 2] Manic-5 project (1959–1970) by Hydro-Québec north of Baie-Comeau on the Manicouagan River.

Lalonde, Valois International Limited, a business founded in 1936 by engineers Jean-Paul Lalonde and Romeo Valois, was SNC’s principal competitor in Canada. After marrying Jean-Paul Lalonde’s daughter Louise in 1952, Bernard Lamarre started working at Lalonde, Valois International Limited. He would go on to become director and CEO in 1962 and head Lavalin for 29 years.[19]: 331[20] The company rebranded itself as Lavalin[20] in 1972, combining elements of its previous name.[21] In collaboration with the American company Bechtel, Lavalin designed and constructed the James Bay Project and the fabric roof for Montreal’s Olympic Stadium during the 1970s.[19]

Lavalin was Canada’s “largest engineering firm, with $625 million in operating revenues in 1985[22] and 5,700 employees,” according to an Anthony Wilson-Smith article published in Maclean’s in 1986.SNC was the second-biggest [19]. Additionally, Wilson-Smith claimed to be “among the largest engineering firms in the world”.[22] Lavalin ventured into other sectors of the economy, including cable television, founding The Weather Network and MétéoMédia in Canada in 1988. In 1993, Lavalin sold its shares to Pelmorex. Lavalin Inc. had over 70 businesses valued at CA$ 1.2 billion by 1990. In 1991, it was compelled to sell to its competitor SNC.

SNC-Lavalin, one of just two bidders for the Crosstown line, won the contracts for the Eglinton Crosstown (LRT) and Blue22 (airport rail link) projects in Toronto in 2015.[48] Since then, ownership of both lines has been transferred to Metrolinx. While Blue22 debuted as Union Pearson Express in 2015, the Crosstown line is scheduled to be completed in 2020 but has experienced numerous delays and currently lacks an opening date.

Along with ACS Group and EllisDon Confederation Line, SNC-Lavalin is one of the Rideau Transit Group’s three primary partners on the 12.5 km rapid-transit line project in Ottawa, which features a 2.5 km downtown subway tunnel as its focal point. Although the project was initially supposed to be finished in 2018, it is anticipated to be finished in the spring of 2019.[49]

SNC-Lavalin declared on September 13, 2023, that it would be changing its name to AtkinsRéalis.[5] The new name, according to President and CEO Ian Edwards, combines the Atkins legacy brand with ‘Réalis,’ which was inspired by Montréal and the company’s French-Canadian heritage. The word “realize,” as in “make happen,” was also conjured up by the new name. All communication materials and the Toronto Stock Exchange immediately adopted the new name (new ticker symbol TSX: ATRL). The company’s 2024 annual general meeting will need to approve the legal name change.[30]

Michel Fournier, the former CEO of Federal Bridge Corporation, was accused of accepting $2.35 million in bribes from SNC-Lavalin in exchange for the early 2000s contract to repair the Jacques Cartier Bridge. In 2017, Fournier entered a guilty plea and was given a five-year sentence for his involvement in the bribery scheme. Agrafe 2, a follow-up investigation, was initiated by the RCMP to look into possible criminal charges against the company in relation to the bridge contract.[34][35]

In September 2021, charges were brought against two of the company’s subsidiaries and two former executives, Kamal Francis and Normand Morin. Given that the top management had undergone a complete transformation since the offenses, the prosecution strongly encouraged the business to discuss a plea bargain.[62] Payments for bribes were sent to Fournier via a Lebanese middleman.

On the director of public prosecutions’ recommendation, former SNC-Lavalin executive vice president Normand Morin[65] was accused in May 2018 by the Court of Quebec of making illicit donations to federal political parties in Canada. According to the charges, between 2004 and 2011, Morin arranged for SNC-Lavalin to receive reimbursement for the anonymous political contributions he gathered from workers or their spouses to Canadian federal political parties. Approximately $110,000 was given to the Liberal Party and $8,000 was given to other political parties in Canada.[66][67] Morin was fined $2,000 after entering a guilty plea to two of the five charges in November 2018. The prosecution threw out the final three charges.[68]

SNC-Lavalin was accused in 2015 of paying Libyan officials bribes in return for building contracts from 2001 to 2011.[59] A tip from Swiss authorities led the RCMP to launch Project Assistance, an investigation, in 2011.[70] In order to help SNC-Lavalin win contracts for “work in Africa,” Michael Novak, the former head of SNC International, allegedly signed “several of the contracts between SNC-Lavalin and “unknown commercial consultants.”[71][72] This included an agreement with the divisive government of former Libyan dictator Muammar Gaddafi.[73] Police claimed in the summer of 2013 that Ben Aissa had “set up shell companies so he could pocket the [$56 million] himself” and that the “unknown commercial consultants” had never existed.
