The PIL further claimed that the company was being charged an arbitrary and unreasonable fee of just ₹165.8 crore (US$21 million) to enable voice telephony in addition to its 4G data service, which resulted in a loss of ₹2,284.2 crore (US$290 million) to the exchequer.[17][18] However, the Indian Department of Telecommunications (DoT) clarified that BWA winners were still able to provide voice telephone service in accordance with the regulations governing the 3G and BWA spectrum.

The PIL was thus withdrawn, and the charges were dropped.[19] On December 27, 2015, the 4G services were internally introduced.[20] On September 5, 2016, the company began offering 4G services for commercial use. [9] Free voice and data services were available until December 31, [21], and then until March 31, 2017.[22][23]

Jio reported that it had added 1.6 crores (16 million) users in the first month of operation[24], surpassing the 5 crore (50 million) subscriber milestone in 83 days since launch[25], and reaching the 100 million subscriber milestone on February 22, 2017.[26] It boasted roughly 13 crore (130 million) subscribers as of October 2017.[27] It began offering 5G services to Delhi, Mumbai, Kolkata, and Chennai on October 5, 2022.[28] Jio 5G service was accessible in 365 Indian cities as of March 2023.[29]
